Community feedback invited on Draft Public Lighting Strategy

Central Goldfields Shire Council is inviting community feedback on its Draft Public Lighting Strategy, which sets out a clearer, more consistent and financially sustainable approach to how public lighting (street lighting) is planned, delivered and managed across the municipality.

The Draft Strategy has been developed to ensure public lighting services are delivered safely, transparently and in line with community expectations, while also recognising the Shire’s long‑term financial constraints.

As noted in the report, “public lighting plays an important role in supporting community safety, accessibility, and overall liveability” and is a significant ongoing cost for Council, including installation, energy use, maintenance and replacement.

The draft Strategy consolidates Council’s current approach rather than introducing new commitments and highlights the financial implications of different lighting scenarios.

The initiative is expected to require an estimated capital investment of approximately $440,000, with only modest increases in ongoing maintenance costs. Importantly, this Strategy positions Council to leverage external funding opportunities and integrate lighting upgrades with other planned civil infrastructure projects.

By progressively improving street lighting, Council aims to enhance safety, accessibility and amenity for the community while delivering long-term value through coordinated infrastructure planning.

Central Goldfields Shire Mayor Cr Ben Green said good lighting plays a vital role in how safe, connected and confident people feel in their streets and public spaces.

“This draft Strategy gives our community a clear and consistent approach to public lighting that balances safety, equity and long‑term financial sustainability.

“We want to hear from residents about what matters most to them so we can make informed decisions that support liveability across all our towns.”

Council is seeking community input to help refine the Strategy before it is finalised later this year.

A separate strategy for sporting grounds is also being developed by Council. The Sports Ground Lighting Strategy is being developed in partnership with Sport and Recreation Victoria. This Strategy will guide future investment and position us to be able to attract external funding for sports ground lighting infrastructure.
