Community feedback helps shape Council’s updated Public Lighting Strat

Community feedback has played a central role in shaping Central Goldfields Shire Council’s newly adopted Public Lighting Strategy, which sets a clearer and more consistent approach to public lighting (street lighting) across the municipality.

During consultation held from 28 May to 19 June 2026, Council received 38 submissions, with respondents highlighting the need for improved public lighting coverage, consistency and brightness.

Feedback also showed that public lighting has a big impact on safety and how confidently people use public spaces. Two‑thirds of respondents reported avoiding certain places at night due to poor lighting, and half said they feel unsafe walking around their neighbourhood after dark.

This community input has reinforced the importance of a strategic, financially sustainable approach to public lighting upgrades. The updated Strategy consolidates Council’s position on public lighting, ensuring requests are assessed fairly and transparently while aligning with Council’s Asset Plan and Financial Plan. The Strategy also reflects best-practice gender equity considerations in alignment with Council's Gender Equity Action Plan.

Mayor Cr Ben Green said the Strategy reflects both community expectations and Council’s responsibility to manage assets sustainably.

“The community told us clearly that public lighting affects how safe people feel and how confidently they move around at night. This Strategy gives us a fair, transparent and realistic framework to respond to those concerns while managing our long‑term financial challenges and commitments.”

With the Strategy now adopted, officers will continue to incorporate public lighting improvements into capital works and grant applications, progressing toward the service levels outlined in the document.

Council thanks all community members who contributed feedback and will continue to identify priority areas for improvement as resources allow.

A separate strategy for sporting grounds is also being developed by Council. The Sports Ground Lighting Strategy is being developed in partnership with Sport and Recreation Victoria. This Strategy will guide future investment and position us to be able to attract external funding for sports ground lighting infrastructure.
