Central Goldfields Shire Council has responsibilities under state legislation to ensure that public halls are used for public purposes.
Council is the appointed Crown Land Committee of Management for the Carisbrook Town Hall, and use of the hall as a private retail business in a manner that severely restricts community use is not consistent with the Crown Land (Reserves) Act.
A genuine community market is an appropriate use, and this occurs at Talbot, for example.
However, the Carisbrook Hall is being used by a private retail business between markets for storage, and that prevents the opportunity for community use, as required under the Act.
Council recently gave the market operator eight weeks to clear stock from the building.
In response to community feedback and following constructive discussions with the operator, Council has offered to extend this until 1 February 2027, and the markets may continue until then.
Council plans to expand the range of users at the hall for recreation, arts, cultural and social activities including weddings, functions and events after the commercial storage is removed.
