Director Assets and Planning
Bhavin Mehta is an accomplished leader in asset management, infrastructure planning and organisational strategy, with extensive experience delivering sustainable outcomes across complex local government environments. As Director Assets and Planning, he leads Council's asset management, capital planning and delivery, operations and maintenance, statutory planning, and strategic planning functions, ensuring long-term service delivery and positive community outcomes.
Bhavin provides strategic leadership in asset management, infrastructure investment and planning, aligning Council priorities with future growth and community needs. With expertise across asset lifecycle management, capital works, statutory and strategic planning, he has successfully led complex initiatives that support sustainable growth, compliance and long-term value for the community.
Prior to his appointment as Director, Bhavin served as Manager Project Services and Asset Management, where he led the development of the Shire's long-term asset plan and championed innovative approaches to asset optimisation and service delivery. Before joining the Shire, he held a range of senior leadership and technical roles at the City of Melton and the City of Casey, two of Victoria's fastest-growing municipalities. In these roles, he was responsible for planning capital works programs exceeding $3.6 billion and overseeing the annual delivery of capital projects valued at more than $150 million.
Known for his pragmatic, collaborative and outcomes-focused leadership style, Bhavin works closely with elected representatives, executive leaders, government agencies, industry partners and community stakeholders to deliver integrated solutions that balance economic, environmental and social considerations. He is passionate about leveraging data, innovation and evidence-based decision-making to optimise asset performance, strengthen organisational resilience and support sustainable investment in critical infrastructure.
Bhavin holds a Bachelor of Engineering (Civil Engineering) and a Master of Engineering in Transport Systems Engineering. Bhavin is a registered professional engineer with the Victorian Business Licensing Authority.
