Central Goldfields Shire Council issued a planning permit for the Carisbrook Levee in February 2020. The permit required some additional agreements that are being worked through with VicRoads and VicTrack where the levee crosses land these authorities manage.

We continue to have constructive negotiations with the land owners on whose land we wish to build the levee which are expected to conclude shortly.

We have undertaken a full costing of the levee and have had this independently assessed by a quantity surveyor. It is evident the initial estimates were insufficient and have also been impacted by increases in land values, and costs of labour and materials.

The levee needs an additional $1.8 million to be completed, in addition to the $2.25 million Council has available ($1.985 million Natural Disaster Resilience Grants Scheme, $270,000 Council contribution).

50% of the $1.985 million grant has been received, with the balance to be claimed when the next phase of works commence. To date Council has spent $797,000 of this $2.25 million.

We understand that a funding round of the Natural Disaster Resilience Grants Scheme is expected later this year, and Council will apply for the grant authority share of $1.8 million at this time (two thirds or $1.2 million).

The Central Goldfields Shire Council 2020-2021 Proposed Budget was considered by Council on Tuesday 23 June. The Proposed Budget includes Council’s contribution for the original $2.25 million funding ($270,000) as well as the one third contribution ($600,000) toward the remaining $1.8 million.
